More aggressive hiding of scrollbars when not required

Scrollbars could sometimes appear in modal and mega PopDrops when there was no where to scroll.

This could be caused by browser and/or OS settings.

The unwanted scrollbars are now more aggressively hidden for desktop computers whilst retaining the iOS momentum scrolling functionality
